Delhi University -One of the best university in the world suffered a blot on its reputation , as more than 70% students Of B.sc Restructured Program-1st and 2nd year flunked in their respective exams.Students decided to protest against this injustice by shouting slogans infront of Vice-chancellor office, tying black ribbons around their arms, and gheraoing the vice-chancellor.
Students of Restructured B. Sc. Program-(B.sc Physical Science,B.sc Life Science,B.sc Applied Physcal Science)-1st, and 2nd year are not satisfied with their results, as it is completely unexpected. Most of the students with good academic records either have failed or have "E.R",including students who have scored high percentage in their 1st year and in the internal assessment of the 2nd year. The case is same across the board and irrespective of colleges of Delhi University in restructured B.Sc. Physical, Life and applied Sciences.
The result was horrendous, as such students from different colleges decided to clamour for justice.Students staged a dharna infront of the vice-chancellor's office and shouted slogans like " We are not the guinea pigs to be experimented", " Save Our Future ", " We Want Justice", etc.
The new restructured course was introduced 2 years back, and the students from 2nd year are the 1st batch to study this new course. The syllabus was prepared in a haste without consulting most of the senior faculties. The result-Students find it difficult to cope up with an extremely vast and complex course. And according to most teachers and faculty members, the syllabus is of higher level, and matches the complexities of the M.sc level.
Students from various colleges like A.R.S.D, Gargi college, Sri Auribindo, Deshbandhu, Deen Dayal Upadhyaya ,Maiteryi, Moti lal Nehru, Sri Venkateshwara ,Hansraj college, ,Hindu college, Kirori Mal college ,Acharya Narayan Dev, Dayal Singh ,Kalindi college,Swami Sharadhanand,Keshav Mahavidyalaya, Ramjas,Zakir Hussain College participated in this dharna.
The Vice –chancellor orally assured students on 23rd august that a committee has been formed chaired by Dr. Savita M. Dutta. The committee will re-look into this matter and will come up with solutions as soon as possible. However he FAILED to give us a written assurance as well as the deadline as to when the committee will submit it’s final report.
As such students have filed RTI’s asking the following information’s:-
1) What is the status of the committee?
2) Who are the members of the committee? Give their name and designation.
3) What issues committee is going to consider?
4) What steps committee has taken to redress the issue?
5) When will the committee submit their final report?
6)When was the guideline’s and syllabus given officially to the faculty members and teachers for the B.sc Reconstructed (B.sc life science, physical science, applied science) for the academic session 2006-2007.?
7) The reasons for the examination questions being out of syllabus and why no action was taken then?
Representatives from various colleges of Delhi University submitted the memorandum to the Vice-chancellor and emphasized on some of the problems faced by the students:-
1) Many questions of Physical Chemistry Paper (CH-201) for the B.sc Physical Science were out of syllabus.
2) The situation is same in the Organic Chemistry (CH-202) as well as in Mathematics paper. ( 1st year and 2nd year )
3) Questions from Physics Paper (PH-101) -1st year were also out of syllabus.
4) Students were unaware about the question paper pattern, as there were no clear cut instructions provided to the colleges.
5) Question papers of Economics and Biology proved to be offshore for the students because of its vastness and higher level of complexities.
6) In fact the complete syllabus is above student’s mental level, and is not meant for the B.sc General students. Teachers and Principals from different colleges have agreed to this point.
7) Teachers And Principals have already expressed that economics and biology portion of restructured B.sc Programme is difficult for the new entrants of 1st year and also for 2nd year. Student’s interdisciplinary efficiency will take time for enhancement; as such university should introduce the complexities of subjects in an incremental manner.
8) The marking scheme of question paper (chapter wise) was not according to the weightage devised by the university.
Considering the career prospects of students, we requested the Vice-Chancellor to initiate following steps:
1) A committee should be set-up for the complete re-evaluation of the papers and modification of results at the earliest.
2) Kindly set up a proper committee for moderating so that the students who have failed this year should be promoted to next year with “E.R”, and those who are promoted with E.R, they should be passed particularly in chemistry, knowing the fact that the questions were completely out of syllabus.
3) If Law Permits, students can be allowed to reappear for exams afresh.
4) First year Students should be allowed for an ER option.
5) The Vastness and the complexities of the syllabus should be reconsidered and wise fully. It should be reduced.
6) Guidelines to the teachers should be issued along with the syllabus. Teachers are still not sure of what to teach, as they get their guidelines by February end.
7) Along with the restructuring of courses, reforms in examination process are also required. Otherwise without correcting the examination system, hardly a course can survive.
8) A Blue Print of question paper as a pattern should be provided to the colleges before half yearly of house exams, so that student may have an idea about the pattern of final exams.
We respect the motive behind the restructuring of the courses as it is very much required to understand the changes in our daily life and knowledge system. However proper planning and measures should be taken to establish a course, otherwise like this course, most of the course revision would be a futile exercise.
Thanking You
